Ollie Webb Reserve | Parramatta Council
The Project
Ollie Webb Reserve is one of Parramatta’s most active and well-loved public parks. It’s a green space used by families, sports groups, and the broader community every day. But its location in the Lower Parramatta River Catchment brings significant risk during heavy rain.
As identified in the 2024 Parramatta River Flood Study, the park sits in a low-lying area where stormwater runoff can accumulate quickly. During major rain events, existing infrastructure struggled to cope, resulting in surface flooding, waterlogged grounds, and environmental runoff concerns.
To address this, the City of Parramatta Council engaged PJC Plumbing as a key delivery partner to upgrade the park’s flood resilience infrastructure.

Our Role
Parramatta Council Flood Prevention
As an esteemed commercial plumber in Parramatta, PJC Plumbing was brought on board to help reimagine the park's drainage capabilities. Our goal for Ollie Web Reserve’s preventative plumbing project was to create a stormwater system that could handle extreme rainfall events without compromising public use, environmental integrity, or safety.
Working closely with civil engineers, landscape architects, and council teams, we delivered a tailored plumbing solution that supports both flood mitigation and long-term sustainability.
What We Delivered
Stormwater Infrastructure Upgrades
We installed and upgraded subsurface stormwater drains throughout the park to integrate with Parramatta’s broader drainage network. These systems were designed to handle large volumes of runoff and redirect water away from high-use areas efficiently.
Overland Flow Path Management
We supported the regrading of surfaces to establish safe overland flow paths. This included the installation of grated trench drains and side-entry pits in zones identified as high-risk during flood modelling. These measures help ensure that, even if the underground system reaches capacity, surface water can move safely and predictably.
Detention and Slow-Release Systems
We contributed to the implementation of detention infrastructure that temporarily holds excess stormwater underground and slowly releases it into the system once the peak has passed. This reduces strain on the network and helps control downstream flow into Clay Cliff Creek.
Gross Pollutant Trap (GPT) Installation
To improve water quality and prevent system blockages, we installed GPTs at key outlets. These systems catch litter, leaves, and debris before they enter the natural waterways.
System Resilience and Maintenance Access
Our team fitted non-return valves and accessible inspection pits throughout the system. These additions prevent water backflow, simplify maintenance, and provide council teams with easy access for inspection and upkeep. We also performed camera inspections and live-flow testing to confirm performance.

A safer, more resilient public park prepared for future storm events
This public park plumbing project demonstrated how proactive planning, modern plumbing, and collaborative delivery can transform a vulnerable public park into a resilient, functional asset. PJC Plumbing’s role highlighted the importance of integrating plumbing early in the design process for maximum long-term benefit.
